Environmental Incentive Program

Good news, Lethbridge: the 2025 Environmental Incentive Program is now accepting applications! The program offers rebates for purchasing rain barrels and replacing old, inefficient toilets with new low-flow toilets. The initiative is part of the Water Conservation Plan and Strategy, approved by City Council in April 2024. 

The program runs from April 22 through December 31, or until funding runs out. Each household can get up to two rebates for low-flow toilets and two for rain barrels. For both items, the rebate covers 50 per cent of the cost, up to $100 each.


All applications are subject to approval by the City of Lethbridge. Please ensure that you review the applicable eligibility requirements and Terms and Conditions before applying for a rebate. If your application is incomplete, illegible, or omits required documentation, it is disqualified and you will need to submit a new application before the deadline.

Eligibility Requirements

To be eligible for the Environmental Incentive Program rebate, you must:

  • Be a City of Lethbridge resident.
  • Have a residential utility account number for water.

Application Requirements

All documents listed below are mandatory and must be submitted with your application.

For the low-flow toilet rebate:

  • A photo of the old toilet. If available, please include its litres per flush (LPF) or gallons per flush (GPF).
  • A purchase receipt for the new toilet that indicates the purchase date within the program term. Toilets must be purchased in Canada or through a Canadian online distributor in Canadian dollars.
  • A photo of the new toilet that clearly shows its litres per flush (LPF), gallons per flush (GPF) and/or WaterSense label. The new toilet must be 6 LPF/1.6 GPF or better.
  • A photo of the new toilet installed in place.

For the rain barrel rebate:

  • A purchase receipt for the new rain barrel that indicates the purchase date within the program term. Rain barrels must be purchased in Canada or through a Canadian online distributor in Canadian dollars.
  • A photo of the new rain barrel.

Application Form

The following Terms and Conditions establish the program eligibility requirements for an application to the Environmental Incentive Program (the “Program”) for the purchase of an environmentally friendly improvement (the “EFI”) at residential properties.

Program applications are subject to approval by the City of Lethbridge (the “City”). A completed application is not a guarantee of eligibility for a rebate under the Program, and is subject to the following Terms and Conditions:

  1. The Program will be in effect from April 22, 2025 to December 31, 2025 (the “Term”), or until such earlier time as the Program funds are fully disbursed. An Applicant:

(a)           may be approved for up to four (4) rebates per Residential Utility Account (“Utility Account”; see below for eligibility) during the Program Term, for up to four (4) EFIs, as follows:

(i)            a maximum of two (2) low flow toilets; and,

(ii)           a maximum of two (2) rain barrels; and,

(b)           is eligible to receive a rebate that will be applied to their Utility Account for the property, for a portion of the purchase cost of the EFIs. The rebate will be 50% of the purchase cost of the EFI, up to $100 per EFI, for a maximum total amount of up to $400.

  1. The deadline to submit an application to the Program is noon on December 31, 2025. The Program works on a ‘first come, first served’ basis and there will be no reservation of funds. Applications under the Program will be evaluated and allocated based on the order in which applications are received.
  2. An application will be rejected if it is:

(a)           received after Program funds are fully disbursed; or,

(b)           incomplete or illegible. The Applicant may submit a new application prior to the application deadline for re-consideration.

  1. To be eligible for a rebate under the Program:

(a)           the Applicant must have a Utility Account for water with the City;

(b)           the Applicant’s Utility Account must be in good standing with the City;

(c)           items submitted for consideration for a rebate must appear on the list of EFIs for rebate on the City’s website at the time of application;

(d)           items must be new, purchased in Canada between April 22, 2025 and December 31, 2025 as evidenced by invoices and/or receipts, and said invoice or receipt must contain both the date and a GST number;

(i)            Online purchases are only eligible if they are ordered from an online distributor in Canada, and supported by an invoice or receipt as noted above.

(e)           EFIs must be purchased by the Utility Account holder, as confirmed by the application submission requirements; and

(f)            rebates are paid based on pre-tax amounts, therefore, amounts entered on the application form must not include taxes.

  1. The Applicant should allow at least six (6) weeks for the City to process their application. If approved, the rebate will be applied as a credit to the Applicant’s Utility Account within six (6) to eight (8) weeks following approval.
  2. The Applicant is solely responsible for:

(a)           researching and ensuring the items they purchase qualify under the Program as outlined on the City’s website;

(b)           meeting all Program requirements and complying with any laws, regulations, or by-laws regarding permits, codes, restrictions, and/or inspections in relation to products or equipment installed;

(c)           any direct or indirect taxes, duties, levies, fees, or like charges incurred as a result of participation in the Program;

(d)           retaining a copy of the Application form and all required documentation; these will not be returned to the Applicant by the City; and

(e)           ensuring any contractors are appropriately certified and qualified to conduct any required work.

  1. The Applicant acknowledges and agrees that the City:

(a)           is not responsible for, accepts no liability for, and makes no representations with respect to estimated or possible water savings of qualifying purchases;

(b)           is not responsible for, and is not liable for, the selection, purchase, installation, ownership or maintenance of the EFIs included in the submitted rebate application; and,

(c)           makes no representation or warranty, whether expressed, implied, direct or indirect, with respect to the products, services or other measures that the Applicant has purchased.

  1. The Applicant:

(a)           represents and warrants that

(i)            the Applicant purchased the EFI(s);

(ii)           the EFI(s) has/have been installed in the dwelling specified in the Utility Account, and that the EFI(s) is/are new and for non-commercial use only; and,

(iii)          the Applicant is the Utility Account holder for the property; and,

(b)           agrees:

(i)            that the City is not affiliated in any way with the manufacturer, distributor, dealer, and/or installer of the EFI(s);

(ii)           that combined incentives received by the Applicant from this and other government programs shall not exceed 100% of EFI costs;

(iii)          to disclose rebate amounts received, or to be received, from complementary municipal, provincial, and/or federal government programs; and

(iv)          any other rebate(s), discount(s) and/or incentive(s) offered and/or provided by any government agency, institution, manufacturer, distributor, dealer and/or installer are separate and distinct from the Program and that the City is not responsible for the administration or payment of the same nor is the City responsible for the erroneous submission of other rebate(s), discount(s) and/or incentive(s) to the City.

  1. In submitting this application, the Applicant consents:

(a)           to the disclosure of personal information, as well as the rebate amount awarded to the Applicant, to the City’s, employees, partners and others who have a need to know; and

(b)           to the collection, use, disclosure and retention of such information for five years, following which such information will be destroyed or made anonymous.

  1. The City reserves the right to change or terminate the Program at any time without notice or explanation. The City will use reasonable efforts to process a completed eligible application received prior to changes or Program termination according to Program requirements in effect on the date the application was received.

Environmental Incentive FAQs

Households are limited to two low-flow toilet rebates and two rain barrel rebates within the program term.

Low-flow toilet rebates cover 50 per cent of the total toilet cost to a maximum of $100.

Rain barrel rebates cover 50 per cent of the total rain barrel cost to a maximum of $100. 

You are required to provide your City of Lethbridge residential water utility account number at the time of application. Rebate amounts will be applied directly to your water utility account. Please allow for two billing cycles following application approval for the rebate to be processed.

No. Costs for installation, delivery, shipping fees and GST are not eligible for reimbursement. 

Rebate applications can be made directly through the City of Lethbridge website. Please be ready with proof of purchase at the time of application. If you have questions, please contact 311. 

Applicants must receive a City of Lethbridge residential water utility statement to be eligible for the rebate. If you live in a condo and your utilities are paid for through your condo fees or by the condo association, you would not be eligible for the rebate since the condo building itself would be considered a commercial enterprise.  

Rebates are only applicable to City of Lethbridge residents who have a current City of Lethbridge utility account for water. 

The program term is from April 22, 2025 to December 31, 2025. Rebates are available on a first come, first served basis until funding is fully allocated or the term comes to an end – whichever comes first. 

There are no available rebates for industrial, commercial, or institutional customers at this time. All funds for this program are for residential customers only.  

We require proof of payment for each receipt to process applications. Please refer to the eligibility criteria for more information. 

The date on the receipt must fall within the current program term to be eligible for a rebate.

Your application may have been denied for any of the following reasons:

  • It did not meet the eligibility criteria.
  • It was considered incomplete where required documentation was missing.
  • It was received after the deadline.
  • Program funds were fully allocated.

If you purchased a do-it-yourself (DIY) rain barrel assembly kit from a Canadian retailer, you are eligible to request a rebate for this cost. All other costs related to building your own rain barrel (for example, the cost of the barrel) are not eligible.
